From what we can see there is enough evidence to warrant removing the pump for further investigation. Fuel pump sep 14 2003.

Average fuel pump amp draw. The amp data is used to determine the input motor horsepower to the pump from the motor performance curve and then the motor bhp is used to determin the pump flow rate on the pump performance curve. The op question is about power draw for a fuel pump. This method is as accurate as your measurements and factory performance curves. Filters can get plugged up and cause a pump to draw a lot more than 8 amps. As a rule of thumb on port fuel equipped vehicles fuel pump current draw increases by 1 amp for every 10 pounds of fuel pressure. A tbi pump may have a normal current draw as low as 3 to 5 amps with pfi pumps pulling 4 to 6 amps on average.
An amperage level above or below the specification indicates a malfunction is present if pressure is low and amperage is above specification. What i found was about a 27 amp draw and the pump running at about 7000rpm. My limited experience has shown about a 5 7 amp draw and 5000rpm on most of the pumps ive encountered. Lets see whats going on with the pump. Better safe than sorry. High pressure pumps like those in port fuel injection pfi systems 35 to 45 psi require more current than low pressure pumps in throttle body injection tbi applications 9 to 13 psi.
Measure the pump resistance with a multi meter no need to have the pump running at the time and substitute into vir ivr so current drawn 12 divided by the pump resistance. You better run a relay. And 7 amps is not excessive. We would normally expect a current draw from this type of pump to be around 25 a but the above waveform is above 05 a. I removed the fuel pump fuse and installed a loop to scope current. This link below shows the power draw for a honda passport 94a peak 5a average for a much smaller engine.
